A133无25M时钟输出

A133+RTL8211F方案，RTL8211 25M采用外部时钟，由A133的PH13(EPHY0_25)提供，用户将产品摔坏后返厂修复，发现PH13无25M时钟输出，以至于RTL8211不断复位，网口起不来。日志如下：
